Video Surveillance Systems criteria

Companies wishing to join the BSIA's Video Surveillance System (VSS) section must meet the following criteria in order to be admitted to the section: 

VSS (CCTV) Section member – Installer / maintainer 

i) A company able to demonstrate that either 90% of their turnover is derived from VSS activities or that the turnover derived from VSS activities is not less than £500,000.

ii) A company shall have specialised staff dealing with such installations.

iii) Companies dealing with detection activated VSS systems that are connected to an RVRC and require a Police URN must comply with the standards stated in VSS Standards Applicable below.

VSS (CCTV) Section member – Distributor or Supplier

A company supplying but not installing electronic VSS equipment. A VSS equipment manufacturer may not have 50% or more of the equity of such a company.

VSS (CCTV)  Section member – Equipment Manufacturer

A company engaged in the manufacture and/or assembly of VSS equipment and/or having design and development facilities or full customer services/warranty facilities within the UK.

Note: Manufacturers who do not have a turnover within the European Community may only apply to become an Associate member.

VSS (CCTV) Section member – VSS (CCTV)  monitoring centre

A company which provides the management, staffing and operation to manage images from VSS systems.

VSS (CCTV) Section member – Remote Video Response Centre (RVRC)

A company which provides the management, staffing and operation to manage a response to an activation from a detection activated VSS system.

VSS (CCTV)  Section member – Consultancy

The company shall hold principal membership of the BSIA by membership of the Specialist Services Section.

A company offering consultancy services shall include subjects relevant to the section.

The company shall have staff with specialist knowledge of VSS.

Additional membership shall be granted only after proposal, seconding of the potential member by existing section members followed by a vote of the section committee

 VSS (CCTV) Standards Applicable

VSS (CCTV) Section ISO 9001 UKAS certification

In accordance with clause 2.3 of the Model Section Rules of the Association, membership of the VSS Section is conditional on the Operating Board being satisfied that the member has the relevant ISO 9001 UKAS certification.

In accordance with clause 2.7 of the Model Rules for Sections of the BSIA, members should ensure that all employees whose employment may involve them in the acquisition of, or access to, knowledge of a confidential nature, improper use of which could involve the member, any client of the member or a third party in a security risk shall be screened prior to employment with the object of ascertaining by examination of a prospective employees' background that they are of good character. Such employees shall be security screened in accordance with the following standard:

BS 7858 – “Screening of individuals working in a secure environment – Code of practice”

VSS (CCTV) system member – Installer / maintainer

i) Companies shall install and maintain VSS systems in accordance with:

BSIA Form No. 109 – "Planning, design, installation and operation of Video Surveillance Systems (VSS) - Code of practice and associated guidance"

BS EN 62676-4 "Video surveillance systems for use in security applications. Application guidelines"

ii) Digital VSS Recording Systems should be specified, selected, installed and operated in accordance with the latest version of the following:

iii) Installers and maintainers of detection activated VSS systems that are connected to an RVRC and require a Police URN shall comply with the following:

BS 8418 "Design, installation, commissioning and maintenance of detection-activated video surveillance systems (VSS). Code of practice"

VSS (CCTV) system member - VSS Monitoring Centres should have a high standard of physical security, staff facilities and should comply with the latest version of the following:

BS 7958 – “Closed circuit television (CCTV). Management and operation. Code of practice”

VSS (CCTV) system member – VSS (CCTV)  Remote Video Response Centres (RVRC)

RVRCs should have a high standard of physical security and staff facilities, and should comply with the latest version of the following:

BS 8418 "Design, installation, commissioning and maintenance of detection-activated video surveillance systems (VSS). Code of practice"

BS 5979 – “Remote centres receiving signals from fire and security systems. Code of practice” Cat 2 or BS EN 50518 "Monitoring and Alarm Receiving Centre" Cat 1.

VSS (CCTV) system member – Equipment manufacturer

Shall comply with current legislation and manufacture products designed to recognized industry standards.

VSS (CCTV) system member – Equipment distributor / supplier

Shall comply with current legislation and industry standards.

VSS (CCTV) Section Employee Training

Members shall ensure that all staff receive adequate and regular training.

Code of Ethics for BSIA Members

BSIA members shall adhere to the Standards of Ethics stated in the Articles and the Model Section Rules and the “Code of ethics for BSIA Members - Supplementary Annex for all sections” (Form 355).
