The Home Office has specifically asked for data to help understand the scale of ‘Phoenixing’ within the Private Security Industry. The evidence collected could help shape future MBL design.
We have created a short survey to gather anonymous 'macro-data' and strongly encourage you to complete with any factual information you can provide, including: Old company name and number - new company name and number - date of transition.
You can fill out the survey as many times as needed.

This exercise is not intended to trigger action against individual companies. Our objective is to collect macro-level data to better understand industry trends and patterns, with responses potentially anonymised and reported in aggregate form.
Improving standards benefits everyone. It strengthens our industry, protects the public, and safeguards taxpayers' money. This is a real opportunity to come together, share what we know, and help shape future legislation with evidence from those who see these issues first-hand.
Every submission strengthens the evidence base. Please take a few minutes to contribute if you can.
Thanks for your time and commitment to raising standards across the Private Security Industry.
If you have any further examples or wish to provide data you already hold in a different format, please email:
